It might be useful to clarify the difference between information sharing, consultation and negotiation:

Exchange of information is the most basic process of social dialogue. It implies no real discussion or action on the issues concerned, but is an essential starting point of more substantive debates and discussions.

There is often the assumption that an exchange of information is not as valuable as other forms of social dialogue. However, it can be a beneficial process. Organized exchange of information in a relaxed atmosphere may help the parties begin to see the rationale of other groups, which may lead to informal consultations. Nevertheless, an exchange of information can take place without being followed up by either formal consultations or negotiations.

Consultation is the most widespread practice of national social dialogue. It is a means by which the social partners not only share information but also engage in more in-depth dialogue on the issues raised. While consultation itself does not carry decision-making power, it can take place as part of such a process. Consultation is asking others for their views and involving them openly in discussion. Consultations are not supposed to lead to agreements, but may lead to common understanding or declarations, or to joint statements, opinions or reports.

Negotiation is the most formal and binding form of social dialogue, which in most cases is institutionalized. Tripartite negotiations aim at achieving agreements between the government and the social partners. This will call for trade-offs.”
